in the control panel click my profile > my avatar > upload

for other pictures you're better off uploading to photobucket.com and posting a link in the tread, if you click
_KUNENA_BBCODE_HIDEIMG in the panel above where you type a post and insert the link it will embed the image in the thread i.e. people can see the image without having to click the link
